starts in november. we still have plenty ahead. your weather, your traffic and all of your top stories. fox 5 morning news continues right now. good morning on this tuesday, september 21st. we take a live look over washington, d.c. this morning, some chilly temperatures if you can get yourself out of bed. guess what? it will warm up a bit today. i'm sarah simmons in for gurvir dhindsa. >> i'm steve chenevey. lets asay good morning to tony perkins. you walked outside, a little bit cooler than i expected. >> cool temperatures in the 50s in much of the area. some places in the 40s. a lot of temperatures in the 40s this morning on this the final full day of summer. let's take a look at the current temperatures around the region. a cool start to the day to be sure. now n washington, of course, it is always warmer here than elsewhere. it is 60 degrees here.

54 in fredericksburg. hagerstown at 53 degrees this morning. so certainly some cool air in place that will wake you up when you step outside. nothing to see on the sat- rad except the moon, stars and sun. it will be a very, very pretty day with abundant sunshine once again. here is your forecast then for today. it look like this. plenty of sunshine, another nice afternoon. high right around 80 degrees. that is the weather. we'll have more coming up in just a little bit. >> sounds good. >> let's check in with julie wright. she has the latest on traffic for us. >> if you are traveling northbound i-95 north of i-195 but before you reach 695, that is where we had the accident activity tying up the two right lanes. georgia accident at -- georgia avenue at norbeck, they were checking for an dent here. 395 across the 14th street bridge being lanes are open. no incidents to report crossing

the potomac river. that's a check of your fox 5 on-time traffic. our big story, repealing don't ask, don't tell. later today, the senate is going to vote on the pentagon's policy. for more, we turn to fox 5's stacy cohan live on capitol hill this morning. >> reporter: good morning. both president obama and the defense secretary robert gates do support ending the don't ask don't tell policy but the big question here on capitol hill is how will the senators vote. don't ask don't tell allows gays and lesbians to serve in the military but not openly. in may of this year, the house of representatives voted to repeal the ban. now, it is the septa's turn. the legislation attached to the defense authorization bill upsetting groups would don't want gays to serve openly in the military. >> the individual senators and how they vote on this motion to proceed is something they will be held accountable for.

>> reporter: at a news conference of christian leader into his washington, tony perkins urged senators to leave the law alone. >> in this fails tomorrow, the pressure will continue. >> reporter: those who want the policy overturned say more than 13,000 homosexual service members have been fired six don't ask, don't tell became law. >> i wanted to serve my country. i'm able to serve my country. i was great at what i did. it makes no sense to discharge me base based on sexual orientation. >> reporter: the pentagon is in the middle of an in-house survey to see whether allowing gays to serve openly would hurt. >> even then, it was not an issue. i was open relatively to my peers. everyone knew. it was not a problem whatsoever. >> reporter: he is lobbying to get don't ask don't tell repealed. >> so even as open as i was able to be, there was a level of paranoia that constantly existed that made it impossible to maintain a career in the

military. >> i am here today because i >> reporter: at an afternoon repeal it rally in portland, main main, lady yi gaga trying to get that state's two republican senators to switch sides. >> but i'm more concerned that john mccain and other republican senators are using homophobia as a defense in their arguments. >> reporter: the vote today isn't just on the don't ask, don't tell policy. that policy has been inserted into the much larger military authorization bill. those in support of repealing the policy need 60 votes in the senate today. reporting live on capitol hill, i'm stacy cohan. back to you. >> thank you. a three-month-long investigation has led to the arrest of a lorton, virginia man. he is accused of possessing child pornography. police were tipped off by firefighters actually about the pornographic material in 51- year-old mark barget's home. they went into his home to make

boy to his home, showed him pornography and touched him. he was immediately fired. d.c. police have a person of interest in the murder of a 21-year-old woman. ashley mccray was found shot to death early saturday morning. police are focusing on an argument as the motive for the murder. mccray attended booker t. washington charter school and was taking chass at devry university. authorities need your help tracking down the person seen here allegedly robbing a restaurant. investigators suspect he is responsible for at least 40 restaurant robberies. the string of robberies began last february. police are offering a $10,000 reward for information leading to his arrest. a secret satellite launch three years in the making. plus a deadly helicopter crash in a violent part of afghanistan. we'll have more on your headlines coming up next. plus, some good news for victims of the gulf of mexico

chopper crash in afghanistan. nato says nine coalition soldiers were killed when their helicopter went down in southern afghanistan but we don't yet know where they were from. there was one american civilian on board and one afghan army soldier on board. they are recovering at a military hospital this morning. the pilot of a small plane was forced to make an emergency landing on i georgia highway. he said he had just taken off from thor port when his engine quit so he took aim at the southbound lanes of the interstate right in the middle of rush hour traffic. the faa says no one was hurt. traffic was backed up for miles as crews hauled away the plane on a flatbed truck. the air force launch as a secret satellite. a rocket carrying classified cargo lifted off from vandenberg air force base last night. the rocket has a payload from the military national reconnaissance office but no details on what the satellite can do or who it can spy on.

welcome back. we take a look over the washington monument today. you may not know it by looking at the picture. it is a little chilly out there this morning when you get out of bed and outside. >> temperatures in the 40s and 50s across most of the area. there are some 60s out there as well. so a wide spectrum. definitely a cool start to the day. rather fall-like as a matter of fact as we get ready for fall. i want to correct something. i think yesterday we said that fall begins tomorrow morning. it begins tomorrow night. >> today is still the last full day. >> today is still the last full day of summer. we were into the 80s across the region yesterday. the official high at reagan national airport was 81

degrees. we'll see similar temperatures today. maybe tack on a degree or two here or there but generally seeking, similar temperatures across the region. our current temperatures look like this. they are all over the place. 40s, 50s, 60s. right now, 49 degrees at dulles. 62 in annapolis. quantico, 54 degrees. salisbury at 53 degrees at this hour. here also look at the satellite- radar composite for the region. not much so show you as there is no cloud cover this morning. we have clear skies. saw a bright moon out there earlier this morning. we will get the sun breaking out. it will be bright sunshine. those of you heading east on your commute this morning, you may encounter some sunshine delays once that gets going during the 7:00 hour. all right. now, let's take a look at the forecast for today. it is a simple one and a good

one. plenty of sunshine, seasonal temperatures, our average high is 78 degrees. we'll be near there, about 80 degrees for today. for tonight, another cool one. clear skies, not quite as cool. in town, your overnight low about 62 degrees but plenty of folks will be in the 50s again for tonight. five-day forecast, tomorrow, fall begins tomorrow night, late tomorrow night, after 11:00. maybe a late shower on wednesday. not much of a chance, but we'll put it up there just to be hopeful. 90degrees for your high. hot, humid, friday, around 90 degrees. a better chance of scattered showers on saturday. now, let's get an update on traffic with julie wright. >> not looking so bad right now. early morning crash along 95 near the exit for i-195 has cleared out of the way. traveling the top stretch

blast, the lane are open leaving college park through silver spring -- traveling the top stretch of the beltway. overnight roadwork cleared and we're up to speed leaving springfield on 395. that's a check of your fox 5 on-time traffic. area bicyclists now have a reason to smile as the district expanded its bike sharing program into arlington. careen gray houston tells us the program's expansion is a win-win for people would want to help the environment and get some exercise at the same time. >> a truly significant milestone. >> reporter: they came, they saw, they biked. local and federal officials joined a legion of biking enthusiasts in front of the new u.s. department of transportation headquarters in southeast. >> the only thing better than talking about bicycling is bicycling. >> reporter: capital bike sharing is a regional program with 100 stations in the district and 14 in arlington. can you pick i'm bike and ride it all over the area. >> i don't need a cup of coffee

after riding a couple of miles on the bike. >> reporter: it is a new concept here. the district has had a bike sharing program since 2007. we found considerable interest across from the crystal city metro there are all kind of benefits for a program like this one. the first 0 minutes of each trip are free and everybody like a freebie. you have to be a member. you can join online and ride for one day one month or one year. >> i wanted to go town the street right now onto 2rd street and get lunch, i could see myself possibly hopping on the bike, biking over there and get lunch and biking back. >> reporter: you can ride from virginia along the mount vernon trail, past the airport to the national mall or just down the street and around the corner and you don't have to be a cyclist to appreciate the system. >> caring about our community and wanting us to be more

a fox 5 investigation. >> i noticed that you parked in one of handicapped spaces. may i ask what your disability ?'s. >> i don't have a disability. >> people caught on camera using handicapped spaces. >> this investigation is weeks in the making the handicapped parking spots at a local metro spot not going to those in need. >> our investigation started with a tip from a viewer saying we should look into who is using the handicapped spots at the branch avenue mort parking lot. >> our tisha thompson went looking for the answers. >> reporter: the moon is still up. the cats are still on the prowl. but the first row of handicapped parking is already full at the branch avenue metro station in prince george's

about their disabilities because they say they want someone to do something about the parking problem. >> i witnessed myself too many that are not even by any stretch of the imagination handicapped. it has become a very unfortunate scam. >> reporter: this man told us he has a muscular impairment. >> those who are handicapped are a little bit slower getting here and they have though place to park. >> reporter: at that moment, this woman got out of her suv. i'm tisha thompson with channel 5. we saw that you parked in that handicapped space. may i ask you what your disability is. >> no, you cannot. >> we notice you are wearing high-heeled shoes and people are going to ask if you are disabled gentleman yes, i am. >> do you mind me asking what your disability is? >> no. >> reporter: do you mind me asking what your disability is? >> yes, i do. >> reporter: everyone who refused to tell us about their

disability also told us they didn't care if someone abused the system. >> reporter: you don't have problems with people taking the spaces when you don't need them. >> no. >> reporter: then this guy admitted he did not have a disability. >> i don't have a disability. >> reporter: is that your placard. >> yes, it is. my spouse. >> reporter: for your spouse. okay. but you are parking in the handicapped space. is that fair? >> maybe not. >> reporter: the law says the person with the disallot built must be in the car in order to the placard to be used. so why do it? the answer might be here. we noticed all of these cars with disabled placards also had expired meters. that is because metro says disabled drivers don't have to pay for park at a metered spot. tisha thompson, fox 5 news. >> other jurisdictions like howard county periodically conduct sting investigates to headache sure people are not breaking the law. >> the story as a resulted with a tip from a viewer.

northbound leaving springfield headed up towards the capital beltway. all lanes are open working out towards duke street. that's a check of your fox 5 on-time traffic. >> thank you. this morning's big story is ending don't ask don't tell. the septa will take up the military's policy on gay soldiers today. we get more from stacy cohan who is live on capitol hill this morning. >> reporter: good morning. the military's don't ask don't tell policy does allow gay and lesbians to serve in the military but they may not serve openly. congress first passed that law in 1993. that was under president bill clinton. a repeal is part of the military authorization bill that the senate is set to vote on today. at a news conference, christian leaders urged senators not to pass this. the family research council is asking that it would put some military men and women in an awkward situation. however, former gay soldiers disagree. >> i wanted to seven my country. i'm able to serve my country. i was great at what i did. it make no sense that you

jail yesterday with all 15 years suspended. he must also serve five years supervised probation. in january, he was charged with sexual abuse of a minor and some other crimes. prosecutors say he invited a boy to his home, showed him pornography and touched him. he was immediately fired from the school. d.c. police have a person of interest in the murder of a 21-year-old woman. ashley mccray was found shot to death early sunday morning on bruce place southeast. her sister last saw her leaving a nightclub in northeast with a man she has known for about a month or two. police are focusing on an argument as the motive for the murder. new details in the death of a maryland woman. 19-year-old tanessa taylor's brother said she was bipolar and schizophrenic. her body was found six months ago in a shallow grave. police say they have two

persons of interest in the case. they believe shan noon knew them through prostitution. police say there were rumors that taylor tried to tip off investigators on a robbery. that might have been why she was killed. another attack at the just of maryland following a string of armed robberies in that area. pledge county police say thee people approached a man in a shopping center along route one, assaulted him an took his property. meantime, police arrested andrew hillock of silver spring on sunday. they say he is one of three men who robbed two students at gunpoint in a separate attack on august 8th in college park. he is charged with armed robbery and possession of a handgun. a 19-year-old man arrests last week for his involvement. authorities say the suspects in these attacks are working in groups and are considered armed and dangerous. trapped on a sinking boat in raging flood waters. coming up, the race against the clock to save this man. wait until you see how close it

a croatian man narrowly escaped death. he was trapped in a boat that got stuck in a flooded river. firefighters tried for hours to reach that man actually helicopter was culled in you see here. a rescuer tether tied rope lowered himself into the water, grabbed the man and they both pulled to safety. moments later, the boat sank in that river. actress lind a lohan will be back in court as the judge considers if she violated her probation. judge had issued a warrant for her arrest but stayed the warrant. if the judge determines that her failure of a drug test is a probation violation, she could be order back to jail or go back to treatment. rome's coliseum up in

you approach route 7 in tyson's, we do have accident activity on both the left and right side of the highway. expect delays headed north from 66. outer loop. the beltway, no problems reported leaving college park as you travel through silver spring. all of the lanes are open towards the exit for 270. heading south on 270, we have the accident activity blocking the right lane. that's a check of your fox 5 on-time traffic. the latest now in the battle against alzheimer's disease. researchers have zeroed in on a protein that appears to signal how aggressive the mind- crippling disease will be. they found that patients with mild alzheimer's had high levels of that protein also harbored a genetic alteration that predicted that mayor minds would deteriorate more quickly than others. researchs are say finding a way to lower the level of this particular protein could be a promising approach for people would suffer from alzheimer's now or possibly in the future.

they are small little buggers, literally, maybe the size of your fingernail but could cause huge damage. they are called stink bugs in some sports of western maryland in particular, they are causing massive amounts of damage. beth parker has the story. >> reporter: they may not look like much but they're tough. >> little tanks, you can call them that. a call them a lot of other names i can't put on camera. >> the brown stinkbug is enemy number one. for the university of maryland -- >> the pests of most concern in probably my 20 years in extension. >> this takes precedence over any other problem we have. >> the stinkbug has cost bob 20% of his apple crop this year and for some people, it's been much worse. >> a big apple crop this year. 20% out of that, 80% to sell of

great quality apples. we don't want to to maybe go to 30% damage next year. >> native to asia, this insect and in the u.s. in the mid 1990s. the first tea text was in maryland in twoaght. they have no natural predators. >> as they are reproducing, there is nothing attacking them. >> reporter: and they are feasting. >> it feeds on almost everything we grow. >> reporter: they don't burro through like a warm. they suck the juice, sort of like drinking from a straw. >> they suck the juice out of the cells so that dries up and makes a spot there. >> reporter: the usda is developing a proposal to get congress to help. >> growers such as bob black, they need answers next year. it is too late for this year but they will have to have some kind of very raggal approach to dealing with this pest in the coming year. >> reporter: back on bob black's farm, he has great- looking apples. he hopes the future is this

out the defending super bowl champion new orleans staints getting pumped up for monday night football ask. the game a thriller. came down to the final seconds. end of the game, saints beat the fran 49ers on that 37-yard feel gold 25-2 #. garrett hartley with the kick for the game winner. that brings us to the redskins and sunday's heart breaking loss. redskins had a chance to win the game. graham gano made it from 5 # yards but white before the kick, the texans head coach called a time out and gano missed his second attempt. we asked him if he was surprised the texans called time out. >> i knew on the first kick they were going to call a time out, especially that distance and me being a young kicker, i knew it would happen. i don't have no excuses p. just got to do better next time. the nats began their final home stand of the season last night. this one was all houston. they scored seven runs in the
